Why Themiros exists.
Assessing a public policy, a programme or a major project takes weeks of work. The sources are numerous, heterogeneous and often written in several languages. In the end, an appraisal founded on a few passages does not hold before a funder who asks what it rests upon.
The problem
Assessing a policy or a project is slow, costly and hard to defend. Above all, most assessments blend what is measurable with what is a matter of judgement: fact can no longer be told apart from appraisal.
What we are after
Not the best appraisal, but an appraisal whose origin can be explained. An engine that abstains from concluding when the material is lacking is more useful than an engine that always concludes.
What we do not do
We do not produce a single overall grade. We do not perform causal inference: Themiros assesses, it does not explain causes. We do not replace the evaluator.
An engine that refuses to conclude when the corpus is insufficient is more useful than an engine that always concludes.
